DNA prosecutor Kovesi to address UN high-level debate

Chief Prosecutor of Romania's National Anti-Corruption Directorate (DNA) Laura Codruta Kovesi is scheduled to deliver a speech in New York on Wednesday at a high-level debate to be organised by the United Nations General Assembly.

According to a DNA press statement released on Tuesday, the debate marks the 15th anniversary of the United Nations Convention against Corruption (UNCC) Convention, also known as the Merida Convention, signed and ratified by Romania along with 182 other states. Attending the meeting are UN General Assembly President Miroslav Lajcak and UN Secretary-General Antonio Guterres.

Kovesi is invited to speak at the interactive multi-stakeholder panel discussion on "Fifteen years of UNCAC implementation: Trends, achievements and challenges." There are two interactive panel discussions, and based on presentations made by invited experts, the other participants will be able to ask questions and share the experience of the countries they represent.

In accordance with Resolution 72/196, a president's summary of the discussion will be prepared for transmission to the Conference of the Parties to the Convention, as well as to all member states.

The United Nations Convention against Corruption was adopted in October 2003 by the United Nations General Assembly and was signed in Merida, Mexico, following the recognition of the global nature of the threats posed by corruption, threats requiring a comprehensive and multidisciplinary approach. The convention is an anti-corruption instrument that represents an almost universal international engagement, given that it has been signed by 183 states. The provisions of the convention are binding on the signatory states. The Merida Convention was ratified by Romania in 2004.

The Permanent Mission of Romania to the UN hosted on Monday, 21st May 2018, an event to mark 70 years since the establishment of the UN International Law Commission, with the participation of the ILC President, Mr. Eduardo Valencia Ospina, Professor Dr. Bogdan Aurescu, the Romanian representative to the ILC, the other ILC members, ambassadors and diplomats accredited to the United Nations, a press release sent to ACTMedia informs.

The Permanent Representative of Romania to the UN, Ambassador Dr. Ion Jinga, recalled Romania’s contribution to the codification of the international law and during the 70 years of existence of the ILC: “Outstanding Romanian lawyers and diplomats such as Nicolae Titulescu and Vespasian Pella have brought remarkable contributions to the codification and development of international law within the League of Nations.

The Romanian member of the ILC, Professor Dr. Bogdan Aurescu, stressed the importance of respecting international law for Romania: “My country has always included international law in the very core of our foreign policy rules. This is, indeed, because we understood that for a relatively small country like Romania, the international law with its instruments, concepts, institutions, is an extraordinary tool which maximizes sometimes exponentially the chances for us to fulfill our foreign policy objectives. I am pleased that the Romanian School of International Law can bring its expertise to the codification and progressive development of international law, including within the UN Commission of Interna?ional Law”.

The president of ILC, Eduardo Valencia Ospina, spoke high on the quality of the Romanian School of International Law, as well as the contribution of the Romanian diplomats to the development of instruments of international law.

Background information:

The UN Commission on International Law (ILC) is a subsidiary body of the UN General Assembly established on the basis of the provisions of the UN Charter, with the aim of progressively developing International Law and its codification. The ILC is composed of 35 independent experts in the field of International Law, which, according to the Commission's Statute, must have an internationally recognized experience in this field, both in terms of theoretical and practical aspects of Interna?ional Law, coming from the academia, diplomatic corps, governmental area or international organizations.

Professor Dr. Bogdan Aurescu was elected a member of the ILC on 3 November 2016.
