International warrant for Silviu Ionescu

The Singapore police sent Interpol Romania an international warrant for diplomat Silviu Ionescu, charge d’affaires in Singapore, withdrawn from that position after his involvement in an accident which ended in the death of a person and wounding of two others, judicial sources inform. The head prosecutor of the Penal investigation section of the Prosecution, Marius Iacob, confirmed on Thursday night that Interpol Romania received the document from Singapore Police.

Article 31 paragraph 1 of the Vienna Convention about diplomatic relations says that “a diplomatic agent enjoys immunity for penal investigations in the accredited state.” According to the same article, paragraph 4, “the agent’s immunity in the accredited state cannot exempt him from the jurisdiction of the accrediting state.” Consequently, the penal procedure takes place in the diplomat’s state of origin, Bucharest authorities say. Both Romania and Singapore are signatories of the Vienna Convention on diplomatic relations, the Foreign Ministry informs.

On May 30, 1967 Romania and Singapore establish diplomatic relations at embassy level, according to the Foreign Ministry. Since 1981 Romania has been represented in Singapore at charge d’affaires level. According to the Vienna Convention , the investigation of the Romanian diplomat will be made by Romanian authorities. However, Interpol Romania requested the point of view of the Romanian Ministry of Justice, judicial sources declare.
