The European Commission will publish, early in February, a preliminary report on justice, within the Mechanism for Cooperation and Verification, on the progress made by the two candidate countries and according to the first data, it will be unfavorable for Bulgaria. The final report will be published in summer.

The accession of the two states cannot be dissociated so, any problem one of the two countries has automatically represents a sanction for the other.The question of accession was not approached officially during the informal meeting from Copenhagen of interior ministers of the 27 member states, but problem raised in the Commission report were revealed on that occasion.

The Netherlands conditions its vote in favor of expansion of the Schengen area by additional progress proved in the fight against corruption in both states.
