International conference “Public-private partnerships in post-conflict stabilization  and reconstruction - Opportunities for emerging state-donors: the case of Romania”The Foreign Ministry organized on 2 September in Bucharest the international conference “Public-private partnerships in post-conflict stabilization and reconstruction – Opportunities for emerging state-donors: the case of Romania”.Debates were opened by foreign minister Teodor Baconschi and continued with speeches of prestigious analysts and experts from Europe, North America, representatives of international organizations among whom UN Secretary General Amir Dossal, one of the most important promoters of the concept worldwide.

“Romania wishes to become an important player and to get involved in post-conflict reconstruction and stabilization by offering resources, personnel and training courses. This is a natural desideratum if we take into account the changes undergone by this country in the last 2 years and the experience won in this respect. From a country benefiting from international assistance, Romania has become a donor state and an important player in international interventions, especially at regional level,” said the head of Romanian diplomacy in his speech.

The significant international participation in the conference is a recognition of Romania’s efforts in the field and is useful for national efforts concerning the systematization of Romanian approaches in the field of post-conflict stabilization and reconstruction. The participants in the conference include Gian Valerio Lombardi, the prefect of the city of Milan, William Taylor, vice-chairman of the US Institute for Peace (USIP), Francois de Kerchove, director of the Security Policy Division in the Belgian Foreign Ministry, Jens Behrendt, Human Resource manager at the International Center for Peace Operations, Germany, Ciprian Gorita, the coordinator of the Central PPP Unit, at the Ministry for Public Finance, Romania.

The conference is part of the actions conducted by the MAE for the consolidation of national mechanisms and procedures in the area of civilian expert training and the management of resources needed for participation in stabilisation and reconstruction operations.
